Surabaya University campus II locate in Tenggilis, it surround by estate and kampoong. The campus also near the industrial center, namely Surabaya Industrial Estate Rungkut (SIER). Kampoong surround campus become residence for migrants who works at SIER factories. Students of Surabaya University realized that they had an opportunity to implement contextual knowledge in the community.

A number of students who join the Forum of Social Analysis (FORSAS), was researched about community surround their campus. It started on 1999. The research process aimed to sharp skill and intellectual of the students. It also develop sensitivity to the real context that occur in society. One of the analysis results are flooding issues, it caused by decrease of environmental awareness, especially on waste management. Waste problem also influenced social relation among residents, eg. The decline of kinship. This situation was motivated the students to do something and make changes with the community.

Realize that the college also has a mandate to community service, then the motivation to make changes was encouraged to become more organized with the establishment of an institution. PUSDAKOTA was born with hope that it can be a media to meet who wants explore community potentials, aimed at empowerment and justice. PUSDAKOTA was formally established through Decree of Surabaya University Rector, No. 598/2000.

PUSDAKOTA under Foundation of Surabaya University has an autonomous status, it means PUSDAKOTA can manage it self, include: human resource management, program management, network partnerships, financial management, and assets management.

PEKA (a program to develop children’s character) was first pioneered. This program became the entrance to approach Rungkut community. After that year also held other programs; community library, assistance for small scale bussiness, assistance for youth group (namely WAMIKA), assistance for group of mothers. Other programs that have a major impact in Rungkut community and Surabaya’s citizens is PELITA (Integrated Environment Management). A model of waste management was developed with community RT 04 RW XIV Rungkut Lor. Awareness and willingness of citizens to sort their own waste has become a model for environmental movement in many areas.

Innovation of the integrated waste management was realized through collaboration with the Techno-Cooperative Association (KITA) on 2004. Research with Koji Takakura & Tetsuya Ishida create a simple technology for household waste management scale, known as Takakura Home Method (THM). Until now, THM still can be a solution for solid waste problem in urban areas in Indonesia.

RW XIV Rungkut Lor started to expand in another RT, trough realizing the Kampoong Strategic Plan. Nowadays, integrated waste management in Surabaya become a model for another cities in Indonesia. PUSDAKOTA has a lot of opportunity to relate with various sector to disseminate its values.

PUSDAKOTA realize that the changes occurring in the community based on the growth of the soul and character of individuals, then strengthen the social capital. Strong social capital, aimed to achieve environmental quality improvement, and economic prosperity. The development of community dynamics, was motivated PUSDAKOTA to restructure its organization. Divisional format was changed into department. Since 2008, PUSDAKOTA had three departments. And there are three spearhead sector for community empowerment in PUSDAKOTA, namely: Social, Environment and Economy.

  1. Department of Community Empowerment, consists of three sectors namely :
    1. Social, consist of two sub-sectors :
      • KASIH (healthy, inclusive, and harmony family)
      • PEKA (development for children’s character)
    2. Environment, consist of three sub-sectors :
      • PELITA (integrated environment management)
      • PERNIK (organic farming)
      • KESAN (health sanitation)
    3. Economic, consist of of two sub-sectors :
      • KAMI (microfinance)
      • WARAS (social entrepreneurship)
  2. Department of Literacy and Publication, consists of two sectors, namely :
    1. Research and Publication
    2. Library
  3. Department of General Affairs and Finance, consist of three sectors namely :
    1. Administration and Finance
    2. Eco Home Office
    3. Information Management System
    4. Archive and Documentation

PUSDAKOTA in partnership with various stakeholders to support the performance of its programs. Opportunities are open for cooperation with any stakeholders, as long as oriented to the values of empowerment. PUSDAKOTA also open to any person to enrich knowledge and experiences on community organizing. Local volunteers or foreign volunteers are also an important part of our process on community organizing.
